Scholarship scheme for children of workers in jute industry

National Jute Board Act, 2008 provides to “secure better working conditions and provisions and improvement of amenities and incentives for workers engaged in the jute industry” under Section, 5(2), (xxii) for the welfare of workers in jute - producing units. In line with the above and to extend support to the workers’ family towards education of their children, a scholarship scheme for educational support has been envisaged.

Scholarship

Scholarship to the qualified children will be paid as follows:

Rs.5,000/

(for girls only)

On qualifying Graduation (for boys & girls)

Rs. 15,000/

On qualifying Post Graduation (for boys & girls)

Rs. 20,000/

For pursuing Professional (Engg, Technical, Management, CA, CS, ICWAI courses) (in Govt. Institutions) (for boys/girls)

Annual Tution fees

For mill sector the scheme will be applicable to all jute goods manufacturing  units throughout the country paying CESS.

Definition

  • Jute Goods manufacturing unit: Any registered manufacturing unit producing ‘jute manufactures’ as defined in Jute Manufactures Cess Act 1983 and employing at least 10 workers will be considered under the scheme.
  • JDP Unit : Any  unit  holding    registration  cum  membership  of  JPDEPC  or  RCMC  of  the  Council  as “Manufacturer-Exporter’ or having a valid Factory Licence and has paid Licence fee for the current year  or a unit having Part –2 registration under MSME.
  • Worker of a mill: Any workman directly engaged in manufacturing jute goods or involved in the shop floor activities of jute goods producing units as declared by the mill.
  • Worker of a JDP unit: Any worker who is directly engaged in manufacture of JDPs and is on the pay roll of the JDP unit and enrolled under ESI of the beneficiary unit.
  • Child: Child will mean a child of a worker (male / female) pursuing study in any recognised school / college. Any worker who is also a student / wife of a worker, who is a student, shall also be covered. Maximum two children per family will get the benefit of the scheme under the norms.

Operational Guidelines

  • The  Mill/JDP  Unit  should  authorize  a  single  representative  and  forward  the  details  to        NJB/IJMA/JPDEPC who shall  be  responsible for operation of the scheme.
  • After publication of the examination results/enrollment in professional course, the mill/JDP Units   will verify the documents and submit to IJMA (for mill)/JPDEPC (for JDP unit) a consolidated list of eligible candidates in the prescribed format along with relevant bank details (A/c No. & IFSC Code etc) for transfer of fund.
  • Submission of incorrect bank details will directly lead to rejection of the application.
  • Bank Account in the single name of the applicant will be considered. Joint accounts will be rejected.
  • Applications  complete  in  all respect are  to  be  furnished  in  a  single  lot. Part submission of application will not be entertained. Incomplete applications will be rejected.
  • Upon receipt of applications from the mill/ JDP Unit, IJMA/JPDEPC will scrutinize the applications and forward to NJB (in soft and hard copy) along with the comprehensive list of the same.
  • Misrepresentation of facts/mis-declaration may lead to termination of scholarship and the entire amount disbursed is liable to be refunded by the mill/JDP Unit.
  • The scheme shall be valid only for the candidates who have appeared and passed Secondary/Higher Secondary Graduation/ Post Graduation Examination  in  the  year  2016 or who have enrolled  for pursuing professional courses in 2016.
  • The process followed/decision taken by NJB in granting the Scholarship will be final.

Documents to be scanned and submitted with the application

  • Copy of the Admit Card for the examination passed & Mark sheet issued by the respective Examination Authority duly countersigned by the authorized representative of the JDP Unit.
  • For professional courses copy of receipt of  the admission fees paid to the institute along with  identity card issued by the respective Institute.
  • Copy of ration card/voter card/Adhaar card of the applicant as proof of residence Copy of RCMC/Factory Licence along with copy of receipt of current Licence fees paid/DIC Part 2 Registration (for JDP units) and copy of last CESS payment  record (for mills).
  • Copy of payroll register (with designation) of workers of the JDP Unit
  • Illegible scanned copies will be rejected.
  • All documents in original must be produced as and when called for.

Applications for grant  of  scholarship  will be processed  on  first  cum  first  serve  basis  and  release will be subject to availability of fund.
