Unified Logistics Interface Platform (ULIP) is a digital gateway that allows industry players to access logistics-related datasets from various Government systems through API-based integration.

Unified Logistics Interface Platform (ULIP) is conceptualized by NITI Aayog. The platform is maintained and operated by NICDC Logistics Data Services (NLDS) with an objective of democratizing the access to data for all stakeholders. NICDC Logistics Data Services (NLDS) is a joint venture between Government of India represented by National Industrial Corridor Development and Implementation Trust (NICDIT) and Japanese IT major NEC Corporation, with 50:50 equity participation. 

Objectives

In line with the vision of “PM GatiShakti”, ULIP has been conceptualized with the following objectives:

  1. To create a nationwide single window logistics platform for end-to-end visibility.
  2. To develop a logistics gateway by integrating information available with various Govt. agencies across the value chain.
  3. To provide visibility for optimal usage of various modes of transportation.
  4. To provide data which can be utilized by the stakeholders for simplification of complicated processes like compliance, document filing, certifications, and approvals.
  5. To offer a platform for data exchange among government and private entities who are directly or indirectly involved in the Indian Logistics eco-system.

Benefits To Stakeholders

ULIP would have direct and indirect benefits to all the mentioned stakeholders of the logistics ecosystem.

  1. Shipper/Consignees
    • Real Time Inventory Management - Support for informed decision making and “Just-In-time” inventory management.
    • Real Time Monitoring - Real-time process and cargo movement monitoring on a single platform.
    • Identify Modes - Identification of cheaper logistics modes.
  2. Service Providers
    • Stakeholder Documentation - Support stakeholders for simplification of the tedious documentation process.
    • End-Customer Services - Enable various value-added services to end-customers.
    • Organized Information - Facilitating stakeholders for information-driven pricing strategy, cost & labor optimization.
  3. Transporters
    • Demand Identification - Source of information for transport demand identification.
    • Transparency & Visibility - With transparency and visibility, truckers shall be able to reduce empty movement and waiting time, thus reducing the operations and maintenance cost.
  4. Govt. Authorities
    • Planning Tool - Support Govt. as a planning tool for prioritizing and building logistics infrastructure.
    • Effective & Transparent - Robust information and process structure to improve international competitiveness.
    • Easy Of Doing Business - Support inter-ministry / inter-agency collaborations, promoting ease-of-doing-business.
    • Optimized Utilization - Help in better handshaking between the stakeholders which in turn will encourage optimized utilization of various modes of transportation available.

ULIP architecture

Currently, the platform integrates with 37 systems from 10 ministries via 118 APIs, covering over 1800 data fields. Private sector participation in ULIP has been instrumental in amplifying its impact, with over 1000 companies registered on the ULIP portal (www.goulip.in). Additionally, these companies have developed over 100 applications, leading to more than 54 crore API transactions.
