Swachhta Udyami Yojana

The Swachhta Udyami Yojana extends financial assistance for Construction, Operation and Maintenance of Pay and Use Community Toilets in Public Private Partnership (PPP) Mode and Procurement and Operation of Sanitation related Vehicles. The Ministry of Social Justice and Empowerment launched the Swachhta Udyami Yojana (SUY) on 02nd October 2014.

Objectives

This Scheme has twin objective of cleanliness and providing livelihood to Safai Karamcharis and liberated Manual Scavengers to achieve the overall goal of “Swachh Bharat Abhiyan”

Construction, Operation and Maintenance of Pay and Use Community Toilets

  • Provision of easy accessibility of the community latrines to the households (not having any such facilities in their houses) and for floating population in public places with high footfall e.g. bus stands, railway stations, markets etc.
  • To ensure proper maintenance of the facilities, so created, by the entrepreneurs, who would have stake in this venture.
  • To prevent the necessity of manual scavenging.

Procurement & Operation of Sanitation related Vehicles

  • To create appropriate infrastructure for tapping the underutilized potential.
  • To create facilities for collection of garbage from the source.
  • To create employment opportunities for the target group of safai karamcharis /manual scavengers.

Eligibility

Individual beneficiaries and their dependants / self-help groups in collaboration with reputed organizations.

Target group of Manual scavengers/ Safai Karamcharis and their dependants

Purpose

For Construction, Operation and Maintenance of Pay and use Community Toilets in Public Private Partnership (PPP) Mode

For Procurement and Operation of Sanitation related Vehicles viz. Garbage Trucks, Suction and Jetting Machine, Vacuum Loader etc.

Quantum of Loan

Maximum Rs.25 lacs for setting up of a unit of 10 seater toilet to individual beneficiaries/ self-help groups in collaboration with reputed organizations.

Maximum Rs.15 lacs to one beneficiary or in Self Help Group.

Rate of Interest

4% p.a.

(Rebate of 1% p.a. for  women beneficiaries and rebate of 0.5% for timely repayment)

Subsidy

Maximum subsidy of Rs.3.25 lacs is payable under the Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS) when the unit is set up by the  Scavengers identified in accordance with the “Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013

NSKFDC will provide skill development training to the beneficiaries wherever required, along with stipend during the training period.

How to apply

The loan applications are submitted by the beneficiaries to the District Offices of State Channelizing Agencies (SCAs) of National Safai Karamcharis Finance & Development Corporation (NSKFDC)/ Branches of Regional Rural Banks (RRBs)/Nationalised Bank. The District Offices of SCAs/Branches of RRBs/Nationalised Banks send these applications after scrutiny to their Head Offices.

The viability of the project proposals are being appraised by the SCAs/ RRBs/Nationalised Banks and the viable projects are sent to NSKFDC along with their recommendations. The said project proposals are also appraised by the Project Appraisal Committee of NSKFDC and the proposals which are found to be in order, are placed before the Board of Directors for consideration and sanction.

After sanction by the Board of Directors of NSKFDC, the sanction letters, also called Letter of Intents, are issued to the SCAs/RRBs/Nationalised for acceptance. After acceptance of the terms and conditions of the sanction and execution of loan agreement/other documents, funds are released to the SCAs/RRBs/Nationalised Bank for onward disbursement to the beneficiaries. The release of funds is being made by NSKFDC on receipt of demand from the SCAs/RRBs/Nationalised Banks after considering all the parameters of release as per the Lending Policies & Guidelines (LPG) of NSKFDC.
